The Cynefin framework, developed by Dave Snowden, distinguishes between complicated and complex systems in a way that has significant implications for leadership. Complicated systems, an aircraft engine, a logistics network, a surgical procedure, involve many parts and require expertise, but they are ultimately analyzable. Given enough knowledge, the relationship between cause and effect can be mapped, and effective interventions can be designed.

Complex systems are different in kind, not just degree. In a complex system, a school culture, an organization navigating change, a community responding to crisis, the components interact in ways that are not fully predictable, cause and effect are not separable in advance, and the system itself changes in response to interventions. No amount of expertise produces the ability to predict complex system behavior with confidence.

Leaders trained primarily in complicatedproblem approaches, analyze the situation, identify the best intervention, execute with fidelity, often apply those approaches to complex situations where they don't fit. They seek the right answer when the system requires experimentation. They plan for implementation fidelity when the system requires adaptive response. They treat uncertainty as a temporary condition awaiting more information rather than as a permanent feature of the terrain.

Effective leadership in complex environments looks different: running multiple small experiments rather than betting on a single solution; building dense feedback loops that detect what's actually happening; cultivating distributed decisionmaking that allows the organization to respond faster than any central authority could; and maintaining a orientation toward learning rather than proving.
